Does OHS compliance apply to small businesses and offices?

Yes, office-based and smaller employers are not automatically excluded from workplace health and safety duties. The Occupational Health and Safety Act places a general duty on employers to provide and maintain, as far as reasonably practicable, a workplace that is safe and without risk to employees. The practical measures should reflect the actual hazards and applicable regulations.
