When should we use an independent investigator?

An external investigator is particularly useful where the allegations are serious or sensitive, senior employees are involved, internal impartiality may be questioned, multiple versions must be tested or the employer wants an independent factual record.

Is an investigation the same as a disciplinary hearing?

No. An investigation is primarily fact-finding. A disciplinary hearing is the later process used to determine a properly formulated allegation where disciplinary action is pursued.
